DIVIDED GOVERNMENT

Over the last two decades including the most recent election, both houses of the state legislature have been controlled by one party, the Democrats.  Since 1995 and from 1987 to 1991, Oklahoma was led by a Republican governor.  It has been argued that divided government produces, at best, small incremental policy initiatives and budgets, and at worst, stalemate, gridlock, and inaction.  Others argue that divided government results in compromise-driven policies and budgets, preventing costly excesses or mistakes.
